For the first time in as many as five years, Hartford residents and others seeking affordable housing can apply for public housing units through the Hartford Housing Authority.
Officials say demand has been overwhelming. About 3,000 applications had already been submitted as of Wednesday, and the housing authority expects to receive roughly 5,000 applications during the one-week enrollment period.
The application window closes at 4 p.m. on Thursday. After that, applicants will be entered into a lottery, with 3,000 people selected to be placed on a waiting list.
“There’s a very low availability of affordable housing units unfortunately at this point,” Hartford Housing Authority CEO Annette Sanderson said.
Housing authority officials say rising housing costs and a shortage of affordable units are contributing to the strong demand.
“What I’m seeing the most is, we’re getting a lot of homeless people that come through the waitlist and are in desperate need of housing,” said Ashley Montante of the Hartford Housing Authority. “Whether it’s here in Hartford, we’re seeing people come by from New York, from Florida.”
People who are eventually placed on the waiting list could wait months or more than a year before being selected for housing, according to officials.
Public housing residents generally pay 30% of their household income toward rent. For a worker earning minimum wage full time, that would amount to about $880 per month.
Hartford Mayor Arunan Arulampalam said the city is working to increase the supply of affordable housing by redeveloping vacant lots and converting underused office buildings into housing.
“We’re trying to use everything we can to create more housing in the city,” Arulampalam said. “The greatest difficulty for us is just a lack of state and federal dollars to do that.”
Applicants must meet eligibility requirements, including income limits, to qualify for public housing.
Applications can be submitted online or in person at the Hartford Housing Authority through 4 p.m. Thursday.
