The announcement emphasised that the GTMI index, which covers 198 countries, evaluates the progress of digital government operations and public services via four sub-indices. They added that the survey was based on feedback from Hungarian government agencies, as well as the UN's e-government and International Telecommunication Union (ITU) global cybersecurity indices.

According to the results published in December, Hungary remains in the group of the most developed countries (Extensive GovTech Maturity), alongside 79 others.

According to the statement, of the four sub-indicators in the survey,

Hungary jumped from 59th place globally to 16th place in the area of basic government systems,

with only three other EU countries ranking higher.

They added that Hungary also showed stable performance in the areas of digital public services, citizen participation and a supportive environment. This indicates that the institutional, human and technological background supporting state digital developments is well developed, even by international standards.

The improvement in results was due to

  • the development of government cloud infrastructure,
  • the widespread adoption of the Central Government Service Bus (KKSZB) and
  • the ongoing renewal of government agencies' economic management systems,

they emphasised.

According to the DHA, the results clearly confirm that the Hungarian government's digitalisation strategy is competitive on an international level. This provides a solid foundation for the future development of innovative, customer-focused public services, such as the Digital Citizenship Programme.
