A Chinese national has been arrested on voter fraud charges after allegedly attempting to illegally register to vote in Massachusetts by impersonating another Chinese national, even successfully submitting a fraudulent voter registration and ballot in the 2024 presidential election, the feds say.

U.S. Attorney Leah Foley’s office says Yupseng Sun, 33, of China and living in Andover, was arrested Wednesday morning and charged with one count of fraudulent voter registration and one count of fraudulent voting.

Prosecutors say Sun allegedly submitted an online voter registration form through the Massachusetts Secretary of State’s Office in October 2024, impersonating another Chinese national who also lives in the state and who is a legal permanent resident. Sun allegedly continued to impersonate the victim and submitted an early voting ballot at Malden City Hall for the 2024 presidential election, Foley’s office alleges.

After successfully registering to vote, court documents say Sun then allegedly submitted numerous anonymous tips to Homeland Security Investigations (HSI) and U.S. Citizenship and Immigration Services (USCIS) in the spring of 2026 stating that the victim “illegally voted in the 2024 U.S. presidential election” and noting that “[h]e is not a U.S. citizen but a permanent resident.”

Foley’s office also says that Sun apparently continued impersonating the victim and his wife, also a Chinese national, in fraudulent forms submitted to USCIS in 2024 requesting to end their legal permanent residency status.

“When the couple returned from an international trip in June 2024, they were subjected to secondary inspection at Logan Airport in Boston, had their Green Cards confiscated, and were placed into removal proceedings allegedly as a result of Sun’s submission of fraudulent forms,” Foley’s office explained in a press release.

The arrest of Sun comes as the Department of Justice has announced that Massachusetts is one of six states that federal election monitors will be sent to in order to ensure certain civil rights accessibilities and that voter fraud does not occur.

Assistant Attorney General Harmeet Dhillon confirmed with the Herald in June that the election monitors are being sent to Boston and New Bedford for the September primary election. The two Massachusetts cities are among 15 jurisdictions across the country federal monitors have been assigned to for their respective primary elections.

Dhillon said the monitors are primarily there to ensure the listed jurisdictions are working to eliminate language barriers, facilitate access for disabled voters, and other issues related to civil rights, something she says the DOJ has done for decades.

“What we hope to do here is increase voter confidence, make sure there are no language barriers or (lack of) access to voting for Americans with disabilities, or failure to make sure that polling places are open for the amount of time necessary and that everyone has appropriate access to vote who should be allowed to vote,” said Dhillon.

In 2022, the DOJ sent monitors to nine jurisdictions during primary elections that year. In 2024, monitors were sent to a total of 27 jurisdictions, Dhillon says.

Sun faces up to five years in federal prison, three years of supervised release, a $250,000 fine, and if convicted, will be subject to deportation proceedings upon completing his sentence.

Sun was arraigned in Boston federal court Wednesday afternoon.
